What they do

When the wheel bore is wider than the hub, the wheel is no longer centered by the hub and is held only by the lug bolts. This causes steering-wheel vibrations, which generally appear at high speeds, and premature wear of the hardware. The ring fills this gap and restores hub-centric alignment.
