What they do
When the wheel's center bore is larger than the hub, the wheel is no longer centered by the hub and is held only by the wheel bolts. This can cause steering-wheel vibrations, which generally appear at high speeds, as well as premature wear on the hardware. The ring fills this gap and centers the wheel on the hub.
